Jeff Millard

Executive Vice President, Technical Operations

Jeff Millard, PhD, is a seasoned pharmaceutical executive with over 25 years of leadership experience in Technical Operations, CMC, development and global regulatory strategy across small molecules, peptides, biologics, and nanoparticle delivery systems. He has a proven track record of advancing programs from discovery through commercialization, including successful NDA and EMA approvals.

As Executive Vice President of Technical Operations at Eupraxia Pharmaceuticals, Dr. Millard is responsible for technical operations including CMC, process development, validation, supply chain and commercial supply strategy as the company advances its Diffusphere™ platform and pipeline.

Prior to joining Eupraxia, Dr. Millard served as Chief Operating Officer at Ensysce Biosciences, where he led global CMC, regulatory execution, and commercial supply chain readiness for novel prodrug platforms from discovery through Phase 3. Previously, as Senior Vice President of CMC at Cascadian Therapeutics (acquired by Seagen), he led the end-to-end CMC and Technical Operations for Tukysa® (tucatinib), driving the program from Phase 1 through NDA submission and commercial launch readiness under Breakthrough Therapy designation. Also, as Chief Scientific Officer at Microbion Corporation, he provided scientific and CMC leadership for novel anti-infective programs across surgical, topical, and inhalation formulations, advancing multiple assets from preclinical through Phase 2 while securing over $17 million in non-dilutive funding from CARB-X, the Cystic Fibrosis Foundation, NIAID (NIH), and Department of Defense MTEC.

Dr. Millard earned his Ph.D. in Pharmaceutical Sciences from the University of Arizona and holds two B.A. degrees from Rice University. He is a Research Assistant Professor at the University and has authored numerous scientific publications and patents.
